DBIDS and your ID Card: DBIDS is a DOD Enterprise Access Control tool that scans DOD issued ID cards/credentials. It also produces a Base Pass ID, called a DBIDS card, for those without a DOD credential requiring base access. Installation commander(s) have the final word on who is or is not allowed on their base, but DBIDS is a DOD tool to assist them. For who remember DBIDS before 2019, DBIDS no longer requires you to "register" your DOD ID card with DBIDS, keep reading to learn why.
Why do we no longer have to register our DOD ID cards in DBIDS? With the DBIDS upgrade to version 5 in 2019 the process between DEERS and DBIDS is now automated and the two share data - all across the globe, via a data synchronization process. DOD ID card holders NO LONGER have to visit a DBIDS office to 'register' into DBIDS like the old days with DBIDS v3.1. Even if you have never visited Korea before, upon FIRST scan of your ID card at any gate, DBIDS will reach-back and 'find' your DEERS data, bring down what it needs for DBIDS to Korea.
Different DOD ID cards have different privilege's in the OCONUS world. In Korea a Retiree and their dependents have full base access and privilege's (shopping), except for a weight limit on US Postal Service privileges (read about the limitation). BASE ACCESS: YES
Whether living in Korea or just visiting, Military Retirees (RET) of the U.S. Armed Services with a valid DoD Retiree ID card have unlimited base access to Korea installations, as do their dependents with a valid DoD Retiree Dependent ID card.
VEHICLE REGISTRATION: YES
Military Retirees living in Korea are authorized to register one (1) vehicle on base and obtain a vehicle decal. An Exception to Policy (ETP) is required to register a second (2nd) vehicle.
ESCORT AUTHORITY: YES
Military Retirees living or just visiting in Korea are authorized to Escort (sign-in) four (4) persons onto base for one-day passes, and one (1) vehicle. Most bases allow the retiree to escort their extended family members for up to four (4) consecutive days.
BASE ACCESS: YES
Whether living in Korea or just visiting Dependent Spouses and eligible children of military retirees have the same privileges as their sponsor the retiree.
VEHICLE REGISTRATION: NO
Dependents are not allowed to register vehicles, only their sponsor the retiree.
ESCORT AUTHORITY: YES
Dependent Spouses and eligible children of military retirees have the same privileges as their sponsor the retiree, four (4) persons and one (1) vehicle.
BASE ACCESS: YES
Un-Remarried 20/20/20 Designated Beneficiaries (divorced spouse) with a valid DoD Designated Beneficiary ID card have unlimited base access to Korea installations.
VEHICLE REGISTRATION: YES
Un-Remarried 20/20/20 Designated Beneficiaries (divorced spouse) are authorized to register one (1) vehicle on base and obtain a vehicle decal .
ESCORT AUTHORITY: YES
Un-Remarried 20/20/20 Designated Beneficiaries (divorced spouse) are authorized to Escort (sign-in) four (4) persons onto base for one-day passes, and one (1) vehicle.
BASE ACCESS: YES
Whether living in Korea, or just visiting, Un-Remarried Widow/Widower of deceased Retirees with a valid DoD Retiree Dependent ID card have unlimited base access to Korea installations.
VEHICLE REGISTRATION: YES
Un-Remarried Widow/Widowers are authorized to register one (1) vehicle on base and obtain a vehicle decal.
ESCORT AUTHORITY: YES
Un-Remarried Widow/Widowers are authorized to Escort (sign-in) four (4) persons onto base for one-day passes, and one (1) vehicle.
BASE ACCESS: YES
Whether living in Korea, or just visiting, 100% permanently rated VA Disabled American Veterans are eligible for a DOD DEERS/RAPIDS 100% Disabled American Veterans ID card (DAV), which comes with unlimited base access.
VEHICLE REGISTRATION: YES
DOD 100% Disabled American Veterans are authorized to register one (1) vehicle on base and obtain a vehicle decal .
ESCORT AUTHORITY: YES
DOD 100% Disabled American Veterans are authorized to Escort (sign-in) four (4) persons onto base for one-day passes, and one (1) vehicle.
BASE ACCESS: YES
Whether living in Korea or just visiting Dependent Spouses and eligible children of 100% Disabled American Veteran ID cardholders have the same privileges as their sponsor the 100% Disabled American Veteran.
VEHICLE REGISTRATION: NO
Dependents are not allowed to register vehicles, only their sponsors.
ESCORT AUTHORITY: YES
Dependent Spouses and eligible children of 100% Disabled American Veteran ID cardholders have the same privileges as their sponsor the 100% Disabled American Veteran, four (4) persons and one (1) vehicle.
BASE ACCESS: YES. Non-retired DOD Disabled Veterans with a Veteran Health Identification Card (VHIC) from the VA have unlimited access to the base. Their dependents do not, since they are not issued a VHIC card, however you can apply for a DBIDS Base Access card at a Pass&ID Office using Form 81E. VHIC cardholders must register their VHIC ID Card in DBIDS with a Pass&ID office for base access.
VEHICLE REGISTRATION: NO
ESCORT AUTHORITY: NO. Not allowed to sign-in their own vehicle.
YES: Family Members who are caregivers are authorized to apply for a DBIDS Base Access card. DBIDS is run and managed by the USFK Provost Marshall office, not DEERS/RAPIDS ID Card office, so Pass&ID offices control the policies and procedures for applying for a DBIDS Base Access card. Base policies may apply as well, so check with your local Pass&ID office.
NO: Non-family Member caregivers are no longer authorized DBIDS cards for base access.

If you lose your ID card, access the base to replace it by following these steps:
Anyone who DOES NOT have DOD ID card is a Visitor. Any visitor wishing to enter a USFK installation must be escorted by a DOD ID card holder who has Escort Authority, as listed in the above categories. Escort processes and procedures are controlled by each installations Pass & ID Access Control Office, with the largest on USAG Humphreys, Maude Hall, BLDG 6400, RM G101. The USAG Humphreys Pass & ID Access Control Office office should be your first call/visit for visitor and escorting policy and procedures. They can refer you to other installations as needed.

MILLETT GATE (ANJEONG-RI)
This gate does not have a Visitor Control Center. Traffic open for registered POVs, GOVs (NTV), motorcycles, and bicycles.
PEDESTRIAN GATE (ANJEONG-RI)
This gate operates a Visitor Control Center 24/7. Open for bicycles and pedestrians (foot traffic only).
YOON GATE (DONCHANG-RI)
This gate operates a Visitor Control Center 24/7. Traffic open for POVs (registered and escorted), GOVs (NTV), contract utility vehicles, motorcycles, bicycles, and pedestrians. The Yoon Gate Pass & ID Office processes SOFA and Non-SOFA pass requests, Short-Term Visitors and Vehicle Passes for Sponsored Guests, ROK Military, ROK Government, Retirees and Widowers.
GALER (CPX) GATE (SONGHWA-RI)
This gate does not have a Visitor Control Center. Inbound traffic for registered POVs and school buses. Outbound traffic for all POVs.
CHARLTON GATE (HAMJEONG-RI)
This gate does not have a Visitor Control Center. Traffic open for registered POVs, GOVs (NTV), buses, motorcycles, bicycles, and pedestrians.
ADAMS GATE (DODU-RI)
This gate operates a Visitor Control Center 24/7. Traffic open for POVs (registered and escorted), GOVs, buses, military tactical vehicles, contract utility vehicles, motorcycle and bicycles.
The Adams Gate Pass & ID Office processes contractor and KGS employee IDs and vehicle passes.

Below, you’ll find the latitude and longitude coordinates for many of the gates located in Korea.
